Tith reference to your letter No. 36118/17, in which the Lords Commissioners of His Lajesty's Treasury sanctioned that officers and men serving in China might receive 75, of their emoluments up to £300 at a standard rate of exchange, I am commanded by the Army Council to acquaint you for the information of Their Lordships that in view of the decision which it has now been found advisable to make in

I am to say that should a proval be given, the principle will at first only be a proved in the case of Lilitary Attache and the Assistant Hilitary Attache at Teking, who, as The ir Lordships are aware, are called upon to meet as high expenses in the performance of their duties us are those o. ficers who bold similar a ointments in Neutral Luropean Countries.

It is not proposed to extend this concession immediately

to all officers erving in China, but the Council propose to

do so should an application be received from the General Oficer Command ing.

The Council are unable to see any ground for differentiating between Thina and other countries where the exchange is unfavourable and they hope that Their Lordships will accept this view so that instructions may at once be issued.
